Williams gave the McDonnells more than $170,000 in gifts and cash because he wanted their help in pressuring a state research school, such as the University of Virginia, to ask for tobacco money to study anatabine, a substance derived from tobacco.

Williams thought anatabine had miraculously curative powers and would boost his company’s profits.

In the end, the tobacco commission never got an application for anatabine.
