“The need is so large. There is not enough pro bono attorneys to go around,” said Jenny Viegas, community education manager for Esperanza Immigrant Rights Project Los Angeles, which provides free legal services for children at the West Los Angeles Immigration Court near LAX.

The current recovery center, at the Pasadena City College Community Education Center, will cease operations after Friday.

Those cuts have hampered “core functions” in the department, including payroll, community education programs and the equity and human resources bureau, which addresses personnel grievances and workplace equity, according to a Dec. 4 memo by Fire Chief Kristin Crowley.

Nonprofit organizations and lawyers can provide community education on the limits of expedited removal, the right to a hearing, and the ways individuals can claim asylum or show they’re not subject to expedited removal.
