"There's a requirement now to quantify emissions before and after plugging an oil and gas well," Biraud said.

She noted that about 18 million Americans live one mile or less from an active oil or gas well.

Most notably, in July, air district inspectors smelled a “rotten egg” odor emanating from a gas well.

A Columbia Gas representative told reporters that company crews responded but determined that the house involved was not served by Columbia Gas but rather a private gas well on the property.

This included the gas well CalRecycle identified as the “point of origin.”
