Government politicians needed the help of one opposition MS - Dodds was won over after ministers promised a ban on greyhound racing and £1 bus fares for under-21s.

"We are pleased that the Welsh government has put animal welfare first and added Wales to the extensive list of countries that have banned greyhound racing in recent years," he said.

It means the Welsh government's £26bn spending plans for the NHS, education and other public services will pass in the Senedd next month, and includes a ban on greyhound racing and cash for local councils.

But it was a surprise that a ban on greyhound racing - announced by the Welsh government earlier this week - could be part of the deal.

Last Wednesday Irranca-Davies said he would make an announcement "in the spring", but six days later he said "now is the right time to move to ban greyhound racing in Wales".
