Lawmakers in July added Proposition 4 to the ballot after Democratic Gov. Gavin Newsom, facing a $47 billion deficit, cut $6.6 billion in climate spending from the state budget, according to Department of Finance spokesperson H.D.

There are, however, state funds distributed to counties and cities each year to pay for police, fire departments, corrections and district attorneys, according to H.D.

The change left the state Department of Finance, the fiscal arm of his administration, short on time to finalize a full budget summary, and additional documents, said H.D.

“We saw it increase at the beginning of the pandemic because there was a certain amount of individuals who moved out of state associated with the ability to work remotely, but we’ve seen that trend reverse,” said H.D.
