The second nut is technically known as a “jam nut,” or “lock nut.”

The tangs of the plates are widened so as to touch one another while leaving a proper distance between the plates themselves, and are hollowed out for the reception of a rod provided at its extremities with a winged nut and jam nut for passing them up close to one another.

If the jam nut has worked loose, the governor will run as usual, except that it will increase its speed as the speed of the engine is increased.

The second nut is a loose jam nut.

To increase the speed of the engine loosen this jam nut and take hold of the thumb nut and turn it back slowly, watching the motion of your engine all the while.
