Johnson said during a speech Monday that the Chinook nation, which is made up of five tribes — the Cathlamet, Clatsop, Lower Chinook, Wahkaikum and Willapa — refused to sign a treaty that would force them to lose their land, and therefore was never moved to a reservation.

The lower Chinook tribes had a paddle with two points, because the water in that area goes from deep to shallow.

"Our quota range for coho encompasses last year, but it looks like we'll see a lower chinook catch," said Doug Milward, a state Fish and Wildlife coastal salmon manager.
