According to Avi Melamed, a former Israeli intelligence official, while not of much value as a plan, the document sets out guidelines that match what a majority of Israelis think.

Melamed thinks a second purpose for keeping a military presence in Gaza is precisely for the government to strengthen its hand for future negotiations.

Former Israeli intelligence official and Middle East analyst Avi Melamed said Iran has billions of dollars in military investment projects in Syria and by striking those the U.S. could punish Tehran without the escalation threat of a direct strike on Iran.

“There has been an evolving, totally new modus operandi,” Mr. Melamed said in an interview.

One example, Mr. Melamed said, is that IDF special forces on the ground in Gaza can relay three-dimensional pictures of what they’re seeing back to headquarters or to aerial units overhead, which he described as “generating a constant bank of targets” that can be tweaked in real time as conditions on the ground change.
