Saudi leaders insist they won’t normalize ties without the creation of a Palestinian state — a nonstarter for the government of Israeli Prime Minister Benjamin Netanyahu and much of the Israeli public.

“It seems like a little bit of a nonstarter in terms of reality,” said Jason Ward, an economist and co-director of the Rand Center on Housing and Homelessness.
