The COVID-19 pandemic slowed manufacturing of components, segments of the reactor vessel were wrongly shaped and didn’t fit together, cooling pipes were corroded, and the French nuclear regulator was unconvinced of its safety.

According to the NRC, embrittlement occurs as a result of reactor operation when neutrons from the nuclear fuel irradiate the steel plates and welds used to construct the reactor vessel.

But the reactor vessel and its uranium fuel rods were unscathed.

Even that scenario would only cut electricity and not spread electricity — unless, of course, the concrete confinement building and stainless steel reactor vessel are not breached.
