Berlin was heavily criticized for holding up deliveries, by hesitating to grant countries permission to reexport German-made tanks to Ukraine.

Government spokesman Steffen Hebestreit said that any request from Poland to reexport tanks would be subject to the “standard procedure” and go through Germany’s Federal Security Council — a cabinet committee that deals with arms exports.

Germany is under pressure to up its support by sending Leopard 2 battle tanks and to give the green light to Poland to reexport German-manufactured tanks in its stocks to Kyiv.

Germany must approve the reexport of the Leopard tanks from Poland to Ukraine because they were manufactured in Germany.

According to a Treasury Department fact sheet, the sanctions do not “prohibit the export or reexport or goods or services to Afghanistan, moving or sending money into and out of Afghanistan, or activities in Afghanistan, provided that such transactions or activities do not involve sanctioned individuals, entities or property in which sanctioned individuals and entities have an interest.”
