At a time when all budgets are tight, discussions are now taking place with the third sector to see if the scheme can be rolled out more widely.

Although third sector groups are often hired by local authorities to provide public services, they are not currently expected to be reimbursed for the higher National Insurance contributions under Labour's plans.

The message should be sent out to the third sector that this is unacceptable.
