It was a triumph for him, but also for a unique bit of town planning.

The economy and fair work committee said town planning should be strengthened to prevent unfair competition from new developments.

Liverpool City Council's Deputy Mayor Jane Corbett, who represents the area on the authority, said her predecessors "didn't get everything right" when it came to town planning.

"A combination of this rugged terrain, coupled with poor infrastructure, are factors to the flooding problem the city is experiencing," says Hope Magidimisha-Chipungu, an expert on town planning from the University of KwaZulu-Natal.

He went on to build a career in town planning, which took him to Liverpool, Nottingham and Barnsley, where he worked on redeveloping a landscape scarred by coal mines and coke works.
